A model for exemplary service, the Office of Minority and Women's Business Enterprises (OMWBE) promotes equity and increases participation in public contracting and procurement for small businesses owned by minorities, women, and disadvantaged persons. To accomplish our mission, the OMWBE certifies small businesses owned and controlled by minorities, women, and disadvantaged persons and works with the state's purchasing and contracting community to provide education throughout the state. The results are positive impacts in the community that lend to a better economy and strengthen the resilience of families and ultimately improving the overall quality of life. 

The Project Manager (PM) position has a primary responsibility to fully implement an electronic data collection and monitoring system for all state agencies and educational institutions.  This system will measure and track the state's work towards voluntary inclusion goals. The role entails project management job duties including assisting in the development of a project work plan, budget, and schedule. The ability to collaborate with internal and external stakeholders is essential. 

Moreover, the PM is expected to deliver tangibles such as a project charter, project schedule, work plans, test plans, user acceptance plans, training plans, and closeout reports. Statewide training on the IT solution will be integrated into the overall process for state agencies, prime contractors, sub-contractors, and procurement professionals. 

Governor's Subcabinet on Business Diversity:

Supporting small and minority, women's and veteran-owned businesses in state contracting is a priority for Governor Inslee.  As a result, he created the Subcabinet on Business Diversity.  The creation of this Project Manager position is a direct result of this effort and will expand access for diverse business owners to apply to contract opportunities.

More of what you'll enjoy doing:

  • Independently plan, monitor, and manage the execution of the implementation of a statewide out of the box IT solution throughout the project lifecycle utilizing OCIO Project Management Framework, and best practice processes and techniques. 
  • Establish required project organizational and governance structure, to include committees and oversight as required by OCIO.
  • Facilitate the establishment of a Project Steering committee.
  • Establish and leads project meetings to manage the progress throughout the duration of the project.
  • Continuously monitor and measure project execution of assigned tasks.
  • Identify reports and escalates, as appropriate, any deviations from the approved scope, schedule, and budget.
  • Monitor project budget, adjusts schedule, resources, tasks, and deliverables according to the project plan and communicates any deviations from the approved project plan.
  • Check the project's spending, tracks the actual monthly costs against the projected monthly costs (budget burn-down), and immediately notifies Project Steering Committee of any significant deviations.
  • Coordinate project activity with external entities to insure compliance with project SMEs, insure and documents project compliance with OCIO standards, guidelines and best practices.
  • Coordinate organizational change management (OCM) for assigned projects and insures operation of effective OCM communication mechanisms.
  • Facilitate project organizational change management activities.
  • Create detailed implementation plans, including implementation task schedules, task sequencing, testing plans and execution, staff and personnel training plans and implementation/ongoing support requirements.
  • Facilitate training planning and activities for project stakeholders, customer groups and appropriate staff.
  • Coordinate initial and on-going training sessions with the IT solution vendor on how to use the system.
  • Provide technical assistance to state agencies, prime contractors, subcontractors, and others seeking information and assistance.
  • Coordinate and attend outreach events to discuss the IT solution.
  • Manage the Request for Proposal (RFP)/Request for Quotation (RFQ) acquisition process.
  • Coordinate with the DES Procurement Liaison in the development, issuance, execution, supervision, and evaluation of RFPs and RFQs for the IT software solution.
  • Direct the selection process, evaluation and hiring of an external quality assurance consultant.
  • Manage the contract of the consultant(s) hired in support of the project. 
  • Coordinate the assignment of appropriate Subject Matter Expert (SME) personnel to the project.
  • Monitor external Quality Assurance contract budget, attendance, work durations, deliverables, and execution. 
  • Regularly provide progress reports of deliverables to the Executive Leadership Team.

Four (4) years of progressive experience at an enterprise level, providing strategic planning and technical project management to include implementation of projects, including one (1) year of experience deploying Commercial Off-The-Shelf (COTS) products;
Required Competencies:

  • Certified or professional level certification as a Project Manager.
  • Demonstrated project management experience, showing clear knowledge and understanding of project management approaches.
  • Demonstrated experience in leading change using change management tools and concepts.
  • Demonstrated experience interpreting and present complex information to a broad audience and articulating technical needs to both technical and non-technical audiences.
  • Advanced level knowledge of Excel.
  • Results oriented with a focus on results and desired outcomes and how to best achieve them.
  • Demonstrated ability to operate effectively in a politically sensitive environment and make decisions that satisfy diverse interests and contribute effectively to organizational goals.
  • Intermediate level knowledge of Visio.
  • Proven track record of establishing and maintaining effective, collaborative, and positive working relationships with colleagues and individuals on project teams.

Preferred/Desired Qualifications:
  • PMP
  • Knowledge of lean principles
  • Advanced knowledge of structured problem solving such as A3 (anytime, anywhere, anyplace) and other visual presentation formats
  • Change management certification
  • Knowledge of website accessibility
