Position Description

Imagine a city where every child, regardless of language and cultural differences, receives a quality education, and feels safe and included.
The Department of Education and Early Learning (DEEL)'s mission is to transform the lives of Seattle's children, youth, and families by eliminating opportunity gaps and preparing students for kindergarten, improving academic achievement, and ensuring students graduate prepared for college and a career. DEEL administers the Families and Education Levy (FEL), the Seattle Preschool Program (SPP), and other funding sources, including the Sweetened Beverage Tax (SBT), to support Seattle's children and students. DEEL's 2018 adopted budget is $80M and we currently employee approximately 75 FTEs.
SBT funding at the City is used to address the disparities in education and healthy food access for a more equitable Seattle. DEEL received approximately $6M in SBT funding in 2018. Initial investments include Funding for a parent-child home program, school-based mentoring, an innovation high school pilot, summer learning, and helping college-bound students enroll in college. SBT also funds several new early learning programs to provide comprehensive program support for child care providers who serve children ages birth to three and early childhood behavioral intervention support.
To support SBT funding, we are looking for a Sweetened Beverage Tax Fund Advisor. In this role, you will support the Director of Finance and Operations in the development of fiscal policies, program budgets, and financial oversight of the new SBT funding source. You will also perform other financial management duties for K-12 & postsecondary programs within DEEL. The department strives to embed the City's Race and Social Justice Initiative into its education objectives and seeks staff that value the importance of working together as a government and community to eliminate racial disparities and achieve racial equity.

Job Responsibilities

Here is more of what you'll be doing:

  • Overseeing DEEL's Sweetened Beverage Tax investments ($6 million in 2018).
  • Collaborating with other DEEL finance team members to develop, recommend, establish, and manage procedures, controls, and the structure for financial accountability to create consistent and effective financial practices across the department.
  • Developing reports, presenting, and answering financial questions on SBT for DEEL staff, DEEL leadership, the Mayor's Office, City Budget Office, City Council, and others, as requested.
  • Monitoring revenues, expenditures, and variances and making recommendations for reallocation of unspent funds.
  • Developing and implementing financial systems for budget allocations, performance pay allocations, and expenditure monitoring.
  • Providing ongoing budget/financial planning assistance as needed to external agencies.
  • Preparing and justifying year-end carryforward requests related to SBT funding.
  • Calculating financials for program Requests for Information (RFIs).



You will be most successful if you have demonstrated significant technical knowledge in financial analysis and budgeting, particularly in a complex public, government, or non-profit organization. A commitment to listening, creating space for diverse perspectives, and the pursuit of inclusive and just outcomes must be at the center of your professional practice. The ability to communicate at all levels tactfully and effectively will also contribute to your success. You will need to be skilled in fostering and developing mutually respectful relationships, achieving amenable solutions for those with competing interests, and fostering a collaborative approach to problem solving.

Specifically, you will be most prepared for this role if you have: 
Experience in:

  • Project or program management
  • Developing and implementing financial systems
  • Utilizing your attention to detail and time management skills
  • Working to eliminate structural racism in programs, processes, and policies
Advanced knowledge of:
  • Excel
  • PeopleSoft 9.2
The below qualifications:
  • Bachelor's degree in Public Policy, Finance, Public Administration, Government (or a related field)
  • 3 or more years of financial experience, ideally in government or non-profit/public sector
