To support the mission of DEEL, we are looking for a Prenatal to Three Policy Advisor who will provide strategic direction to the early learning division and manage city investments in programs with a prenatal to three (PN-3) focus from the City’s Sweetened Beverage Tax and General Fund. In this role, you will serve as a planner on new investments, such as a new prenatal to three community grant program funded by the Sweetened Beverage Tax (SBT) that is slated for implementation in 2021. In addition, you will provide policy direction to the division for existing PN-3 investments across issues such as home visiting, developmental supports, professional development, and health supports. Reporting to the Early Learning Senior Policy Advisor, this position will provide you with the opportunity to act as an integral member of the early learning policy team.

Here’s more about what you’ll be doing:
- Providing strategic direction to the early learning division and managing some external contracts for DEEL's PN-3 investments from the Sweetened Beverage Tax and the City General Fund
- Leading the planning and early implementation of a new City sponsored Community Prenatal to Three Grant Program, which includes developing and executing a project timeline and creating and facilitating a community-based planning team
- Facilitating cross-divisional planning teams, preparing and presenting information to varied audiences and gathering feedback and new learnings from the field to synthesize for the early learning division
- Developing, in conjunction with our Performance and Innovation Unit, a data collection and reporting framework across our PN-3 funded programs
- Supporting the Early Learning Senior Policy Adviser as needed on other DEEL initiatives or issues related to child care and preschool
- Meeting regularly with recipients of DEEL funding to review program data, discuss progress towards program outcome, and seek opportunities to provide support and connections that could enhance the goals of the PN-3 investments
- Staying informed of local, regional, and national PN-3 initiatives through engagement in policy and learning communities to serve as a policy content expert to the department
You will be most successful if you have experience in strategic planning for new policy initiatives and have provided coordination and/or oversight to public grant programs and investments. You will also find success in this role if you have experience serving as an advisor to leadership and can effectively move complex projects forward independently while maintaining a focus on educational and developmental equity. A commitment to listening, creating space for diverse perspectives, focus on young children and their families are critical qualities to guide the work. The ability to communicate at all levels to a variety of stakeholders responsively and effectively will also contribute to your success. Specifically, you’ll be prepared to take on this role if you have:
- Planning the development of new funding opportunities in the non-profit or social sector fields
- Researching and using qualitative and quantitative data to inform program and policy decisions
- Managing contracts with external community-based organizations
- Communicating to multiple internal and external audiences including leadership, internal work teams, community stakeholders, and local government partners to influence the direction of a portfolio of investments/work
- Project management of multiple projects on different timelines with different stakeholders
- Working and building relationships with community stakeholders in the early education field
- Convening and facilitating effective meetings
- Evidence-based and promising practices in prenatal to three, which includes but is not limited to policy areas such as home visiting, developmental supports, supports for families, parents and caregivers, and health
- Racial equity frameworks and concepts, with a background in applying them in past roles in early learning
- Outcome-based evaluation, developing and applying evaluation planning concepts such as theory of change
- Project management tools and approaches to track progress through complex projects and initiatives

This position is classified as a Strategic Advisor 1, Exempt and is exempt from the Civil Service System.
